The revelation comes at a bad time for Google and Gmail, the world's largest email service with 1.4 billion users.

Google received plenty of criticism for having computers scan every Gmail email to deliver targeted ads.

"Data-mining companies commonly use free apps and services to hook users into giving up access to their inboxes without clearly stating what data they collect and what they are doing with it, according to current and former employees of these companies", the report said. In most cases, the people who signed up for the price-comparison deals or other programs agreed to provide access to their inboxes as part of the opt-in process. It may do some internal testing to make sure of this, as well. Consumers' reaction is becoming a major challenge for tech companies as they face lawmakers, lawsuits and the threat of regulation over data policies they say they've been telling us about all along.

Privacy matters Google may have promised to stop scanning the inboxes of Gmail users for ad-targeting purposes previous year, but it still lets third-party app developers read your private messages.

But everyone who spoke to the Journal confirmed that the practice is specified in their user agreements and they have implemented strict rules for employees regarding the handling of email.
