The government released its final draft of Assam's National Registrar of Citizens (NRC) in what many claim is as an effort by Narendra Modi, the Indian prime minister, to target Muslims hostile to his BJP nationalist party ahead of elections next year. While the government has made it clear that this is just a draft and the final list would be out after claims are objections are filed, it is still unclear what happens to these people.

The NRC is an application-based process and if someone does not apply for inclusion of name, that person's name will not figure in the list, however prominent the individual may be, the official said. "They also would appeal to people to refrain from making communally inflammatory comments", an official said.

Assam is the first Indian state where the NRC is being updated after 1951, with March 24, 1971, as the cut-off date, to include names of genuine Indian citizens. Its a plan to throw out Bengali speaking people and Biharis.

In New Delhi, Home Minister Rajnath Singh also sought to allay fears about Assam.

The country's Supreme Court which has been supervising the registration, had initially set June 30 as the deadline to publish the draft list. This means that the names of 40.07 lakh have been left out.

"No coercive action will be taken against anyone".

"The process has been completely transparent, fair, objective and meticulously carried out", Registrar General of India, Sailesh, who goes by one name, said in a televised press conference in Guwahati.

Meanwhile, security has been beefed up across the state to maintain law and order, with district deputy commissioners and superintendents of police being directed to maintain a strict vigil, a senior police official said.

The next step will be to file the claim in another prescribed form which will be available from August 30 to September 28 and these claims will be finally disposed of after proper hearings. But later, Assam Police said it was a case of "mistaken identity".

Out of 3.29 crore applicants for the NRC, 2.89 crores have been found eligible for inclusion in the complete draft of NRC, that was released in Guwahati on Monday morning.

The applicants can also visit the NRC website or call 24×7 toll-free numbers -15107 from Assam and 18003453762 from outside Assam - and refer to their 21-digit Application Receipt Number (ARN) to find out the details.
