The trend of parties dumping prime ministers is universally hated by Australians.

He is yet to publicly respond to the latest threat to his rule, although broadcaster ABC reported that he turned down the demand for another party meeting during the phone call. Many later lie that they backed the victor.

The turmoil came to a head after months of poor opinion polls and a revolt by fellow Liberal politicians on Monday against the prime minister's plans to embed carbon emissions targets in law at a time of soaring power prices. Foreign governments are left wondering whether Australian leaders will be around long enough to fulfill bilateral agreements.

Australian Prime Minister Malcolm Turnbull has yet to receive the petition from his challenger that he requested as a condition for calling a second vote on his leadership in a week, but a key player said he is confident the meeting will happen at noon local time (0200 GMT).

There are things to know about how these political processes work.

The West Australian is locked in a three-way contest with senior colleagues Peter Dutton and Scott Morrison for the Liberal leadership.

He said he would not stand as a candidate, and would resign both as Prime Minister and as a Member of Parliament.

Former home affairs minister Peter Dutton, an ex-police officer and right-winger, has been the stalking horse seeking to unseat Turnbull after a party backlash against his more moderate approach to politics. Many were surprised that he only lost by 48 votes to 35 since he hadn't started canvassing support in earnest.

Influential Senator Arthur Sinodinos, who has been on sick leave from Parliament for almost a year has travelled to Canberra to vote, because "of the gravity of the situation".

Dutton will now negotiate with his colleagues on what it will take to win their support, including policy changes and Cabinet promotions.

The instability began with Kevin Rudd and Julia Gillard's tussle for PM.

Finance Minister Mathias Cormann said the ministers had told Turnbull it was "in the best interests of the Liberal Party to help manage an orderly transition to a new leader".

Plans of a second spill began nearly immediately, with early predictions showing it might have even happened on the same day, but Dutton held off as a string of front bench ministers began handing in their resignations.

Labor Prime Minister Kevin Rudd was suddenly replaced during his first term by his deputy, Julia Gillard, who was replaced three years later by Rudd.

Reports on Friday said at least 40 lawmakers were onboard for a leadership change.

He added that what Australia was witnessing was "a very deliberate effort to pull the Liberal Party further to the right".

Opposition lawmakers reacted with outrage when the government shut down Parliament hours early so that Liberal Party lawmakers could focus on their leadership crisis.
