Congress must approve any rewrite of the deal and could refuse to endorse an agreement that excludes Canada. The president warned Congress not to meddle with the trade negotiations or he would terminate the trilateral trade pact altogether.

But on Saturday, Trump said there was "no political necessity" to include Canada in a deal, and suggested he would scrap NAFTA entirely rather than allowing it to continue in its current form.

"We know that a win-win-win agreement is within reach and that's what we're working towards", Freeland said.

Trump tweeted that the United States was "far better off before Nafta - should never have been signed".

The talks had taken an odd turn for the worse Friday over news that Trump had told Bloomberg News that he was not willing to make any concessions to Canada.

Tensions between the US and Canada heightened on Friday, after the Toronto Star obtained and published off-the-record remarks Trump made in an interview with Bloomberg News, during which he admitted that he would not make any compromises in order to secure an agreement.

Trump's comments came after the United States and Canada failed to meet a Friday deadline imposed by the Trump administration to revamp the NAFTA trade agreement as major differences remain in bilateral talks.

When the Trump administration notified Congress a year ago that it meant to renegotiate NAFTA, critics note that it said it would enter talks with both Canada and Mexico. But Canada's dairy industry - backed by Quebec politicians of all stripes - is adamant that it won't stand for the government allowing the USA any more market access, saying it has compromised enough on past trade deals with the European Union and Pacific Rim countries. In addition, the union leader criticized the president over an Obama-era rule mandating additional overtime pay and for failing to pass legislation to improve US infrastructure, among other issues.

A major sticking point for Canada is that the deal eliminated the settlement system for anti-dumping disputes, NAFTA's Chapter 19.

But simply granting more American access to Canada's dairy market "is something where I think that you wouldn't necessarily see big movements in terms of benefits to consumers".

Canada's Foreign Affairs Minister Chrystia Freeland revealed yesterday that the two countries are making progress and that an agreement is "within reach". "If you break off one member of this agreement, you break it all, and that would be bad news for USA businesses, for American jobs, and for economic growth", Donohue said.

"The negotiations between the United States and Canada are ongoing". That letter started a 90-day required notice period for Congress before the president can legally sign a new deal.

It's unclear where Canada and the USA stand in negotiations and whether NAFTA talks could soon come to a close. "Our officials are continuing to work toward agreement", he said, adding that the talks will be resumed on Wednesday.

Between 8 and 10 percent of Kansas agriculture exports are sold to Canada, including meat from the state's packing plants, flour and soybean products. He added: "The Worker in America is doing better than ever before".
