Millions at risk as Super Typhoon Mangkhut threatens Philippines and Hong Kong

In its 11 a.m. tropical cyclone advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the typhoon which will be named "Ompong" once it enters PAR is last observed at 1,845 kilometers east of southern Luzon as of 8 a.m.

Office of Civil Defense chief Ricardo Jalad told an emergency meeting led by President Rodrigo Duterte that about 4.2 million people in Cagayan, nearby Isabela province and outlying provincial regions are vulnerable to the most destructive effects near the typhoon's 125km-wide eye.

"We are on the wrong side of this storm, where most of the damage is done", Cooper said later in the day.

Authorities said some 10 million people in the Philippines are in the storm's path, not including millions more in heavily-populated coastal China.

About 80 per cent of the USA territory was without power but it was restored by Thursday morning.

The typhoon is arriving at the start of the rice and corn harvest season in Cagayan, a major agricultural producer, and farmers were scrambling to save what they could of their crops, Mamba said.

Typhoon Mangkhut has already hit Guam resulting in flooding of streets, uprooting of trees as well as widespread power outages.

With winds that may gust up to 240km/h, Mangkhut is expected to be more powerful than the Super Typhoon Wanda that resulted in heavy casualties in 1962 and the Super Typhoon Hato, which triggered the highest level typhoon warning signal a year ago. Super Typhoon Haiyan killed more than 6,300 people in the Southeast Asian country in 2013.

"Hong Kong as of the forecast now will be on the right quadrant of the storm with the greatest impacts from wind, rain and storm surge along that coast line", he said.

"It will bring destruction".

Hong Kong is also in Mangkhut's sights and preparations there were already underway, though the storm was not expected to hit until Sunday.

Social media users and radio commentators in Hong Kong said they were stocking up on food and supplies after the observatory warned residents to prepare for the storm, saying it posed a "considerable threat".

Forecaster Meno Mendoza said Mangkhut's strong winds could whip up storm surges while heavy rain could trigger landslides and floods.

Even so, Guy said will come "dangerously close to clipping the country", causing heavy rain and flooding in the island's north, where local authorities are preparing relief goods and security forces have been put on alert.
