Tuesday afternoon, lanes were reversed on USA 501 and three other SC highways as residents of the coastal area fled from Hurricane Florence, a raging tropical cyclone that is expected to deliver a crippling blow to a large swath of the Mid-Atlantic Coast and inland areas today (Thursday) and tomorrow.

Catastrophic flash flooding and significant river flooding is possible over portions of the Carolinas and Mid-Atlantic states from late this week into early next week. "Please be prepared, be careful and be SAFE!" the president tweeted. More than 1 million residents have been ordered to evacuate from the coastline of the three states, while university campuses, schools and factories were being shuttered. Seven-day rainfall totals are forecast to reach 500 millimetres over much of North Carolina and Virginia, and even 760 mm in some places.

Most manure pits could handle up to 25 inches of rain, Curliss said.

Duke coach David Cutcliffe says the team will leave Durham on Thursday instead of its typical Friday departure because it's "our best opportunity to get out".

Hurricane Florence has yet to make landfall but has already claimed two college football games in North Carolina. In the six decades since then, many thousands of people have moved to the coast.

"This is still a very unsafe storm".

"This storm is a monster", North Carolina Governor Roy Cooper said.

A hurricane watch is now in effect for hundreds of miles of the U.S. East Coast, from Edisto Beach in SC up north to the North Carolina-Virginia border.

The hurricane center warned that the life-threatening dangers associated with the storm were three-fold: first, life-threatening storm surge along the coast, followed by freshwater flooding both along the coast and further inland due to "a prolonged and exceptionally heavy rainfall event", and damaging hurricane-force winds.

"This is going to produce heavy rainfall, and it may not move very fast. It's still a very powerful, major storm that we have to take seriously".

Airlines, including American, Southwest, Delta and JetBlue, have begun letting affected passengers change travel plans without the usual fees. The hurricane's current maximum wind speed is 130 miles per hour.

"Unfortunately, the models were right".

NHC forecasts showed the effects of Florence would be widely felt, with tropical storm-force winds extending almost 300 miles across three states.

On Tuesday morning, Florence was centred about 905 miles east-south-east of Cape Fear, North Carolina, and moving west-north-west at 16mph. It may move a little north into Virginia or a little south into SC.

Further east, forecasters are watching Hurricane Helene and Tropical Storm Isaac in the Atlantic, and a patch of showers in the western Caribbean, which has a 30 percent chance of becoming a cyclone in the next 2 days.

In the Pacific, Hurricane Olivia triggered warnings for multiple Hawaiian islands as it blew west towards an arrival over the state as soon as late Tuesday or early Wednesday.

Announcing his evacuation order, SC governor Henry McMaster said an estimated one million people would be fleeing the coast.

Virginia governor Ralph Northam's evacuation order applies to about 245,000 people, including parts of the Hampton Roads area and Eastern Shore.

Liz Browning Fox was planning to ride out the storm nevertheless on the Outer Banks.

"You never know, there could be tree missiles coming from any direction", she said.
