Cal Fire, the state fire authority, said in its latest bulletin that the fire - which broke out on November 8 - was 98 percent contained.

Some 2,500 people originally believed to be missing after the fire have been accounted for, CNN added, though 249 names remain on a list of missing individuals. Butte County Sheriff Kory Honea said it was still too early to say when the search would be complete but said the region was being covered as quickly as possible, according to the San Francisco Chronicle.

The deadliest wildfires in California's history are now "100% contained" after burning for more than two weeks - but heavy rain is set to bring a new risk of flash flooding and mudslides.

The massive wildfire that destroyed almost 14,000 homes in the town of Paradise and surrounding communities was fully contained over the weekend after igniting more than two weeks ago.

The Woolsey fire, which straddled Los Angeles and Ventura counties, began November 8 and killed three people, burned more than 96,000 acres and destroyed 1,600 structures before it was contained Thursday.

Seventeen days after the fire started, firefighters successfully formed a perimeter around the destructive blaze, Cal Fire officials said. More than 800 volunteers were out searching Friday.

"All the vegetation has burned away, and that's a unsafe recipe for mudslides".

Some 475 people from Paradise and surrounding communities remain unaccounted for, according to the Butte County Sheriff's Office. "And at first blush, the answer is: probably leaving California, if they can go anywhere".

Officials said most of the victims of the fire identified so far have been of retirement age. It was the deadliest wildfire in 100 years in the United States since 1918's Cloquet Fire which killed 453 people in northern Minnesota.

In Southern California, more residents returned to areas evacuated because of another wildfire as crews repaired power, telephone and gas utilities.

At the height of the fire 250,000 people, including celebrities Kim Kardashian West, Caitlyn Jenner, Orlando Bloom, Alyssa Milano, Lady Gaga, Rainn Wilson and fashion designer Donna Karan, fled their homes.

More than 1,000 firefighters were involved in the efforts to contain the blaze.
