HIV/AIDs: UK meets global target, as new diagnoses drop

"The significance in this report is that we can see a sharp difference between Eastern Europe and the European Union where the number of HIV infection numbers is dropping", Dr. Masoud Dara, coordinator of communicable diseases and HIV team lead at WHO Europe, told CNN.

With an early diagnosis and effective treatments most people with HIV can avoid Aids-related illnesses.

Rates were highest in Russian Federation, (71 people per 100,000), followed by Ukraine and Belarus.

"While efforts to prevent new HIV infections are gradually showing signs of progress, we are not on course to meet the 90-90-90 targets by the 2020 deadline", said Zsuzsanna Jakab, WHO regional director. Between 2007 and 2016, the number of diagnoses in Eastern Europe had increased by 95 percent; between 2008 and 2017, the increase was only 68 percent.

Of new HIV diagnoses in the eastern part of the Region, 59% are reported to be from heterosexual transmission.

Against the UN's 90-90-90 targets (that 90% of those living with HIV are diagnosed; 90% of people diagnosed were receiving treatment; and 90% of those being treated were virally suppressed), in 2017, 92% of people living with HIV in the United Kingdom had been diagnosed, 98% of those diagnosed were receiving treatment and 97% of people receiving treatment were virally suppressed. Data need to be carefully considered as they depend on the transmission mode reported by the individuals. Yet around 160,000 people were contemporarily detected with the disease in area in 2017.

A total of 1,073 people in the region are now living with the condition.

The Chamber of the capital will launch on Wednesday the campaign "stop HIV is in our hands", with the aim of "increasing the knowledge of the population" regarding the prevention and transmission of the AIDS virus.

In the rest of the former Soviet Union, new cases of infected drug users have fallen 45 percent to 6,218 a year in a decade, while new cases of heterosexual transmission increased 59 percent to nearly 18,000. In the EU/EEA, 9 out of 10 (89%) AIDS diagnoses in 2017 happened within only 90 days of the HIV diagnosis, indicating that the majority of AIDS cases in the EU/EEA could have been avoided with early diagnosis.

Consequently, the report emphasizes that new infections would have to decline by 78 percent by 2020 in order to meet specific World Health Organization and Joint United Nations Program on HIV/AIDS objectives. As a result, country-specific roadmaps are in development to reinforce a common agenda among key policy-makers, partners, funders and implementers. The Common Position, coordinated by World Health Organization, is an unprecedented step by the United Nations to scale up efforts by 2030, as demanded by SDG 3.
