Tuesday's court application says there is "strong suspicion" the two aides were involved in planning the killing.

Algeria's largest Islamic party on Monday criticized Prime Minister Ahmed Ouyahia for welcoming Saudi Crown Prince Mohammed bin Salman, who arrived in the country a day earlier for an official visit.

Under mounting pressure from lawmakers who wanted action against Riyadh, Mattis and Secretary of State Mike Pompeo told senators there was no direct evidence linking the crown prince to the murder.

Both were sacked after Riyadh admitted Khashoggi was killed in the Saudi consulate.

Trump said in a statement in November that "we may never know all of the facts surrounding the murder".

The resolution says that the Senate believes the crown prince, known informally as "MbS", "was in control of the security forces at the time of Jamal Khashoggi's murder" and "based on evidence and analysis made available to this institution, has a high level of confidence" in his complicity in the October 2 murder.

The briefing by CIA Director Gina Haspel was held on Tuesday behind closed doors to a small group of senators.

After reports that the Central Intelligence Agency concluded that the crown prince ordered Khashoggi's assassination in the Istanbul consulate on October 2, Trump issued a statement saying US-Saudi relations and oil market stability were too important to rock over the scandal. "You have to be blind not to come to the conclusion that all this was organized by people who were under the command of Mohammed bin Salman", said Senator Lindsey Graham.

Recall, trump could not resist recording murder Khashoggi.

"There's a consensus among a lot of us that we want to suspend arms sales and stop support for the war - how do you best do that?" said Sen.

Pompeo and Mattis tried to dissuade senators from punishing Saudi Arabia with the resolution, saying US involvement in the Yemen conflict is central to the Trump administration's broader goal of containing Iranian influence in the Middle East.

"I am quite satisfied we will find more evidence of what happened".

"Before this briefing, I was convinced that we had to take steps on the war in Yemen and I believe that we had to take steps on the Saudis", Menendez said.

Istanbul's chief prosecutor on Wednesday issued arrest warrants for two Saudi Arabian citizens over the killing of the Saudi journalist Jamal Khashoggi, a local newspaper reported.

A team of 15 Saudi agents, allegedly sent by Qahtani, assassinated Khashoggi at the Saudi consulate in Istanbul.

In one image shared by state news agency Anadolu, two-time Oscar victor Penn was seen outside the mission where the Washington Post contributor was strangled before he was cut up into pieces by a 15-man Saudi team especially sent to Istanbul for the task.

Khashoggi, a frequent contributor to The Washington Post, was killed on October 2 shortly after he entered the Saudi Consulate in Istanbul.

The Oscar-winning actor was also spotted outside Saudi consul-general's nearby residence.

Secondly, Congress could impose sanctions against the MBS and other members of the Saudi government who are implicated in the murder of Khashoggi, though the Treasury Department (operating under the president's authority) would actually implement and execute any such sanctions, he added.

But it has strongly denied the crown prince was involved.
