"Now that the television networks have chose to air the President's address, which if his past statements are any indication will be full of malice and misinformation, Democrats must immediately be given equal airtime", Democrat leaders Senator Chuck Schumer and House Speaker Nancy Pelosi said in a statement last night, even as various liberal quarters demanded that Trump's speech should be subjected to a delayed telecast to enable instant fact-checking given his propensity for lies and dissembling.

But after days of hinting he might use presidential powers to declare an emergency as a first step toward directing money for the wall without congressional approval, Mr Trump said he would continue seeking a solution to the impasse with Congress. But the president was not expected to make that declaration Tuesday night, said two people familiar with the White House plans, although it was possible he could change course. It could potentially unlock military dollars for building the wall.

He will meet with Republican lawmakers at the Capitol on Wednesday.

He also told the group that Trump won't retreat.

Trump used to say that Mexico will pay for the wall, but since that is impossible, he has endorsed the weird claim that the wall will pay for itself.

The government shutdown has reached its 17th day, making it the third-longest shutdown in United States history. About a quarter of US agencies have been shut down since last month and hundreds of thousands of government workers are likely to miss paycheques this week.

Trump will tell the American people that there is "a humanitarian and security crisis" at the border, Pence said in television interviews on Tuesday morning.

"The better he does with that, the better it helps us to get to where we need to go".

It will be Trump's first live address to the nation. Over Caesar salad and iced tea, Trump projected confidence that his strategy was working, Fox News Channel's Bret Baier reported.

He noted that the proposal drafted afterwards by the White House included what the other side had asked for, but said Democrats were not willing to negotiate while the government remains closed.

On Monday, the Trump administration agreed to let the IRS pay out tax refunds if the government shutdown extends into filing season. That shutdown exemption would break from past practice and could be challenged.
