MI and Wisconsin declared statewide emergencies in advance of the frigid temperatures. The chill was expected to bring temperatures to extreme lows by Wednesday and last through Thursday. The largest public school districts in both states are among those closed, including districts in Milwaukee, Minneapolis and St. Paul.
