But another senior official, dealing with data, said the government was delaying the release of the survey as the findings were so dismal, and there were plans to incorporate data on persons added in the social security network that could help improve the overall picture. A political controversy over the survey erupted after the acting chairman and another member of the body that reviewed the jobs data resigned, saying there had been a delay in its scheduled December release and alleging interference by other state agencies.

Sabnavis said in case the NITI Aayog or the NSSO come up with a different set of data, it would be necessary to let everyone know why the earlier survey was wrong.

It also said that unemployment was higher in the urban areas (7.8 per cent) than in the rural areas (5.3 per cent).

The unemployment rate, according to the survey, stood at 6.1 percent in 2017-18, reported Business Standard newspaper.

The government did not confirm the contents of the NSSO report but said it felt that the report doesn't present an accurate comparative picture.

The commission's back-series calculation showed that the Indian economy grew at a much faster pace under Manmohan Singh's UPA government compared to Modi's NDA, and that it registered double-digit growth in two years - 10.23 per cent in 2007-08 and 10.78 per cent in 2010-11.

The data showed that the Indian economy grew at an average of only 6.67 per cent in the nine years through 31 March 2014 (UPA tenure), slower than the 7.35 per cent achieved in the four years through 31 March 2018 (NDA tenure).

According to the report, accessed by Business Standard, the unemployment rate was at its highest level since 1972-73.

Young people make up a significant share of the unemployed, with 18.7 percent of urban males aged between 15 and 29 without work, and a jobless rate of 27.2 percent for urban females in the same age group.

Worse, the labour force participation rate - the proportion of population working or seeking jobs - declined to 36.9 percent in 2017/18 from 39.5 percent in 2011/12, the report said.

Pronab Sen, former chief statistician of India said unemployment in the India has been rising since 2012 but the attempts to suppress the publication of data was not a solution. "Instead, the government kept citing job numbers based on EPFO's payroll data and the Mudra loans, which are not helpful", he said.
