Al-Jubeir declined to respond to a New York Times report that the Crown Prince told an aide in 2017 he would use "a bullet" on Khashoggi, according to communications intercepted by US intelligence agencies.

Turkish and United States intelligence services have also linked Prince Mohammed to the murder, although President Donald Trump's White House has been keen to blur the lines in order to maintain the strong military and ecomomic relationship between the two countries.

The journalist, who worked as a columnist for The Washington Post newspaper and was a vocal critic of Saudi policies, went missing on October 2 after he entered the Saudi consulate in Istanbul.

During the conversation, MBS said that Khashoggi must be returned to Saudi Arabia by force if he refused to come back.

"If the President ignores the clear mandate of the Magnitsky Act in a case involving premeditated murder perpetrated by officials of a foreign government, the White House will share the blame for attempting to cover up the crime and for helping those responsible evade justice", Leahy, who was among the group of senators requesting the probe, said.

Four months since his murder, Khashoggi's body has not been found. He had gone to the Saudi consulate to get certification of his divorce, so he could marry his fiancée. India and Israel have not yet been able to find a mutually convenient date for Netanyahu's visit even though the government remains keen to host him.

But Saudi officials insist he was murdered by a "rogue" team of Saudi agents not acting on the prince's orders.

The country, which won accolades for allowing women to drive in 2018 but which still requires them to receive approval from a male relative to carry out many of life's most basic tasks, sought out a more encompassing joint venture with Vice after contracting it for the documentary series.

Turkish Foreign Minister Mevlut Cavusoglu said Friday that a United Nations investigation into the killing of Khashoggi has to be launched. It has also called for an worldwide inquiry.

Khashoggi was killed after entering the Saudi consulate in Istanbul in October previous year.

Some 10 million foreigners are working in Saudi Arabia, majority doing strenuous, unsafe and lower-paid jobs largely shunned by the country's 20 million citizens.

The kingdom's chief prosecutor, Saud Al-Mojeb, has said that of 21 people taken into custody in the case, 11 have been indicted and referred to trial.

It is unclear if any of the 17 are on trial.

Turkey has sought the extradition of the Saudi suspects, but the kingdom has rejected any notion they could be tried overseas and has not allowed Turkey access to them.

He declined to disclose the names of those standing trial in Saudi Arabia for the killing, but said sessions had been attended by representatives of the five members of the UN Security Council.

The State Department said on Thursday that Washington had already taken action over Khashoggi's killing.
